Developer seeks variance to add a fifth townhouse in East Ocean View project

Staff described a proposal from Superior Pride Inc. to develop five townhouses on the north side of East Ocean View Avenue between 1st and 3rd Bay Streets. The project requires a subdivision variance because only one unit would abut a public street; under city code new lots generally must abut a public street unless developed as a planned development.

Staff said the applicant has provided an alternative layout with four townhouses that would meet the alternative intensity and dimensional standards in the RC district and avoid the need for a subdivision variance. Condo association members submitted letters of opposition expressing concern that driveway adjacency would lead to unauthorized use of their private driveway, delivery confusion and blocked access. Staff also told commissioners the ARB reviewed the scheme and suggested better screening and a street-facing appearance for the unit closest to Ocean View Avenue.

Commission discussion focused on parking, driveway access, and whether the project's design could avoid impacts to the adjacent condo driveway. Staff noted that the property could be redeveloped as a condomium or apartment without subdividing and that different configurations could meet zoning standards. The commission directed staff to verify Civic League correspondence language and to return with any required clarifications.
