Town manager reports wildfire mutual aid, staff promotions and project updates

Town Manager Mark Orlando updated the Hilton Head Island Town Council on March 18 about recent emergency deployments, staff promotions and ongoing public-works projects.
Orlando said the town’s fire-rescue personnel deployed under the South Carolina firefighter mobilization agreement to assist Horry County with the Carolina Forest wildfire. "Our crews deployed ... and returned home after completing 96 hours of deployment where they worked 4 hours on and 4 hours off for 4 days straight," Orlando said, noting participation as part of a larger multi-county mobilization involving more than 30 departments.
He announced internal promotions: Kelly Usigi was promoted to stormwater operations manager; Jeff Netzinger was promoted to engineering director; and Theresa McVay was promoted to division lead for traffic operations.
Orlando also described near-term landscaping and seasonal preparations: Stony Oaks landscaping is expected to be complete about April 4; Pope Avenue/Sea Pines Circle enhancements are slated between March 31 and April 7; and Matthews Drive/Beach City Circle work is expected to be finished by April 8. On the William Hilton Parkway corridor (Dillon to Beach City Road), he said work is progressing but slower than desired because of contractor and equipment availability; remaining tasks include concrete, striping, bollards and final signage.
Orlando closed by offering to answer questions and noting broader coordination with DOT and private partners on landscaping and encroachment items.
