Council tables Belle Maple Farm applications after environmental petition to EQB

The Victoria City Council deferred action on the Belle Maple Farm preliminary plat and related land‑use requests after staff reported that a petition for an Environmental Assessment Worksheet (EAW) had been filed with the Minnesota Environmental Quality Board (EQB) earlier that day.
City Attorney Vos (S12) explained the process and said the state rule prevents a local government from granting a final decision or allowing project start while an adequate petition is pending. “When that process is pending … a project may not be started and a final governmental decision may not be made to grant a permit, approve a project, or begin a project until either the petition is dismissed or the review is completed,” Vos said, summarizing the EQB rule as staff understood it.
Developer Pat Keller of Norton Homes (S14) told the council the developer had just received the petition and asked that the council table the items; Keller said Norton Homes would be willing to grant whatever reasonable extension of the review timeline the council needed. Attorney Vos recommended continuing or tabling to the next regular council meeting after the city is legally able to take action. The council voted to table the Belle Maple Farm items accordingly.
