Assumption Parish adopts RESTORE Act multi-year plan, re-advertises Marais drainage and opts out of state solar siting rules

The Assumption Parish Police Jury unanimously approved several planning and land-use actions on Jan. 14, 2026, including adopting the RESTORE Act Multi-Year Implementation Plan initial submittal and directing a 45-day public comment period before final submission to the U.S. Department of the Treasury.
Pat Gordon of the South Central Planning Development Commission presented the RESTORE Act plan and the DOTD Supplemental Agreement No. 1 for State Project No. H.015860 (Belle Rose sidewalks), both of which the jury approved for further processing. The RESTORE plan includes the initial required payment to St. Mary Parish and allocates remaining funds annually to maintenance of the Bayou Chene project; the jury adopted the plan for public posting and comment per Treasury guidance.
On drainage work, the jury authorized C.J. Savoie Consulting Engineers to re-advertise the Marais Area Drainage Improvements project and approved Addendum No. 2 for plan modifications that required conversion of natural-gas engines to diesel, removal of cross sections and lowering a deck by 2 feet. The engineering fee increase of $13,457.50 will be funded from project #93133.
In a land-use action the jury voted to opt out of the statewide solar siting requirements (La. R.S. 30:1144) and retain the parish’s existing, more restrictive solar ordinance. Pat Gordon told jurors that, in his review, Assumption Parish’s rules are more restrictive in most respects (for example, a 20-acre minimum in parish code versus a 75-acre threshold in state law) and recommended opting out; the jury adopted the resolution unanimously.
The jury also accepted Sage Construction, LLC as the low responsive bidder for the Grant Park Restroom & Pavilion project with a reduced contract amount of $333,511.22 (after deducts and contingent upon concurrence from the State Office of Facility Planning and Control), and approved Supplemental Agreement No. 1 for DOTD State Project H.015860 (Belle Rose sidewalks). Additional engineering updates were noted for Jolimar Street, Belle Rose Lane, the Ag Center roof and courthouse renovations.
Ending: The RESTORE Plan is posted for a 45-day comment period; the Marais project will be re-advertised; the solar siting opt-out will be submitted to the Louisiana Department of Conservation and Energy as required by statute.
