COLUMBIANA, Ala. — The Shelby County Commission unanimously approved a package of routine minutes, financial items and procurement awards during its April 27, 2026 meeting at the County Administration Building.
Commissioner Robbie Hayes moved to approve the slate of items and resolutions, and Commissioner Josh Sisk seconded; the motions carried with five yeas: Commissioners Elwyn Bearden, Robbie Hayes, Kevin Morris, Jon Parker and Josh Sisk.
The largest single award was for the Morgan Road (CR‑52) Widening Improvements (SCP 59‑967‑24). The commission awarded the contract to Massey Asphalt Paving LLC for $391,012.80, the lowest responsive bid recorded in the minutes. “Motion to approve Resolution 2026‑04‑27‑09 as presented,” Commissioner Robbie Hayes said; Commissioner Sisk seconded and the motion passed unanimously.
Other procurement awards included:
- A Honda Pioneer 1000‑6 Deluxe Crew UTV was awarded to Logistics365, Inc. for $24,184.00 (Resolution 2026‑04‑27‑03).
- Alternate daily cover materials were awarded by item to the lowest responsive bidders, including LSC Environmental Products, LLC and Gulf Coast Organic, Inc. (Resolution 2026‑04‑27‑04).
- Bill print and mail services for Water operations were awarded to Matrix Imaging Solutions, LLC (Resolution 2026‑04‑27‑05).
- Hydrated lime was awarded to Lhoist North America of Alabama, LLC as the only responsive bidder; the minutes list hauling flat rates to two treatment plants ($735.00 to Talladega/Shelby Water Treatment Plant (Alpine) and $545.00 to Shelby County South Water Treatment Plant (Wilsonville)) and a unit price of $0.23 per pound (Resolution 2026‑04‑27‑06).

The minutes record that Commissioners Lindsey Allison, Tommy Edwards, Rick Shepherd and Ward Williams were absent from the meeting.
