Policy Board sets 2026 CDBG application timeline, requires LOIs and presentations; approves application handbook

Community Development Programs Specialist Eric Womack reviewed the Program Year 2026 Community Development Block Grant (CDBG) application process at the Shelby Urban County Policy Board meeting on Jan. 14.
Womack outlined key dates and requirements: Letters of Intent (LOIs) are due by Feb. 25, 2026; the mandatory application workshop is scheduled 10 a.m.–noon Wednesday, March 11 (RSVP due March 9); at least one consultation with county staff is required between March 12 and May 1, and applicants are encouraged to meet as often as needed. Applications must be submitted online by 11:59 p.m. (CST) on Monday, May 4, 2026 via the county portal (shelbyal.com/urbancounty).
Staff will score applications and announce results by Monday, May 11; any application receiving a minimum score of 400 will be required to make a presentation to the Policy Board on Wednesday, May 20. Following presentations, the Policy Board will select projects to recommend to the Shelby County Commission. Staff noted the county will publish required public notices in the Shelby County Reporter and post materials online. A required 15-day public notice is scheduled to begin June 7; the Shelby County Commission public hearing is set for June 22, with a 30-day public comment period from June 23 through July 24 and adoption scheduled for the Commission meeting on July 27, 2026.
During the same agenda period, Eric Womack reviewed changes to the Application Handbook requested at the board's December meeting. Representative David King moved to approve the Application Handbook for Program Year 2026 as presented; Larry Lowe seconded, and the board unanimously approved the handbook.
The timeline and handbook approval set out the county's process and deadlines for municipalities and other eligible applicants seeking 2026 CDBG funding; staff will host the workshop and provide consultation appointments as described.
