Assembly approves multiple resolutions; tabled employee handbook and an abstention on heat-pump contract

The Northwest Arctic Borough Assembly considered seven resolutions during its Jan. 27, 2026 meeting. On a series of motions the Assembly approved Resolution 26-01 (comprehensive economic development strategy), 26-02 (FY26 donation for the Kobuk 440 Racing Association), 26-03 (ground lease with the City of Deering for a public safety warm-storage facility), 26-04 (FY26 lease for VPSO housing in Kotzebue) and 26-06 (confirmation of the Mayor’s appointment to the Village Improvement Commission). Each of those resolutions carried by roll call vote and were recorded as passed.

Resolution 26-05, which would adopt an amended employee handbook, was tabled earlier in the meeting per the agenda approval.

Resolution 26-07 — a contract with NW Electric, Inc. for the purchase and installation of residential heat pumps in Deering — was added to the agenda at the Mayor’s request. President Craig McConnell disclosed a potential conflict and abstained because the owner of NW Electric is his brother; Assembly Member Elmer Armstrong Jr. moved to approve and Walter Sampson seconded. The resolution carried by majority vote with one abstention.

Why it matters: The passed resolutions allocate budgeted donations, authorize leases and county facilities, and confirm appointments that affect service delivery across the borough. The abstention on 26-07 was recorded in accordance with a recent borough code change on conflicts of interest.

Next steps: Staff will complete contract paperwork for 26-07 and proceed with procurement oversight; the tabled employee handbook will return to a future agenda for further consideration.
