Jonathan Pantia, tenant and owner of Windy City Chocolate, told the Village of Villa Park administrative hearing on May 7 that the landlord had applied for a certificate of occupancy but the tenant’s office build-out and cosmetic work were not yet complete. Pantia said he was out of town when initial notices were sent and asked for time to finish the work. "We applied... I was out of town, so I was not able to come to the hearing," Pantia said.
Village staff confirmed the unit is primarily warehouse space with a separate office undergoing cosmetic finish work (painting, window treatments). Staff advised that the inspection may be scheduled once the cosmetic work and build-out samples are ready; the hearing was continued to June 18 at 4:30 p.m. for a final inspection. Pantia said he expects to be ready by mid-June and asked whether he could schedule the inspection earlier if ready; staff allowed inspections before the hearing date if the build-out is complete.
