Yamhill County board approves appointments, partition and funding authorization; upholds zone change after public hearing

The Yamhill County Board of Commissioners took several formal actions March 26, approving routine and land-use items during the formal session.
On the consent agenda the Board approved the appointment of Sherri Charlton to the Yamhill County Housing Authority for a five-year term ending Dec. 31, 2030 (B.O. 26-070). Commissioner Kit Johnston moved approval of the consent agenda, and Commissioners Johnston, Starrett and King voted aye.
In old business the Board considered Planning Docket No. P-10-25, a request to partition an approximately 37-acre property into two parcels (about 2 acres and 35 acres) that relies on a Measure 49 Final Order (E122333) and a home-site authorization. Commissioner Johnston moved to approve item H1; the motion passed with unanimous support. A Board Order and findings were scheduled for consideration on April 16, 2026.
Under other business the Board authorized B.O. 26-072 allowing Lindsey Manfrin or a designee for Yamhill County Health and Human Services to submit a $10,000 application to the Oregon Health Authority for suicide-prevention coalition efforts; Commissioner Mary Starrett moved approval and the motion passed unanimously.
At 12:21 p.m. the Board opened a public hearing on Docket PAZ-01-25 (a comprehensive plan amendment from Agriculture/Forestry Large Holding to Commercial Forestry and a zone change from EF‑80 to F‑80). Associate Planner Tiffanie Willis presented the staff report (parcel is 18.8 acres; surrounding parcels EF‑80 and F‑80), applicant Catherine Wright testified on behalf of owner Damien Meskill stating the application met the criteria and was better suited for forestry use, and staff recommended approval. After deliberation Commissioner Johnston moved to uphold the Planning Commission’s decision to approve PAZ‑01‑25; the motion passed unanimously. The record for public hearings was posted online.
