Key budget highlights include the addition of one full-time Housing Inspector, a 3% wage increase proposed for MPTC staff with potential merit increases, and previously established union wages for police and fire while Teamsters negotiations remain ongoing.
Lyonnais described stable fund balances across most funds, with planned use of fund balance for Local/Municipal Roads and Capital Improvement funds to support construction projects. He noted that TIFA is scheduled to sunset on December 31, 2026, with remaining funds distributed accordingly. Supporting maps of planned street projects were included in the budget materials provided to council.
Council members asked for clarification on OPEB and pension funding, the schedule for planned road projects, public transportation needs and water system upgrades. Several council members suggested using fund balance to continue future trail projects. No formal adoption occurred during the work session; the presentation served as council review and an opportunity for input ahead of the formal budget process.
