Director of Public Works Jim Murphy presented proposed changes to Norton Shores’ water and sewer rates at the council work session on April 28, 2026, including adjustments to debt and commodity charges, implementation of Ready-to-Serve (RTS) fees, and a two-tiered water rate for high-volume users. He confirmed the proposed structure continues the city’s senior discount and is incorporated in the proposed FY 2027 budget.
Murphy told the council staff recommends a follow-up rate study after the first billing cycle to assess whether additional adjustments will be needed. Council members broadly supported moving forward with the proposal and asked staff to provide projected projects and revenue information to accompany the rates. Members also emphasized the need for resident education before the new charges appear on bills.
The presentation did not include a formal vote during the work session; council direction was to proceed with the proposal subject to the additional projections and outreach.
