On June 16 the Park and Recreation Committee examined the Shores of Marsh Lake second‑edition sketch plat (about 5.38 acres, six single‑family homes). Staff noted that the nearest recreational shoreline area is operated by the neighborhood homeowners association rather than the city.
Committee members raised trail connectivity concerns along County Road 43 and whether the developer should be asked to build a local trail now or wait until the county upgrades the road. City planner Brian said the developer has shown an area that will ultimately be under county jurisdiction: “they’re actually giving that area to Carver County because it’s a county road, so that when the county road gets upgraded in the future, they’ll likely have some sort of trail with it.”
Members argued that building a small trail now could leave a future gap if the county later reconstructs the roadway, so many favored waiting for a coordinated county roadway/trail upgrade. The committee also noted that the Shores development originally anticipated the future lots (a “ghost plat”) and that park dedication fees are therefore still applicable under current review.
Outcome: Committee members signaled consensus to accept park dedication fees in lieu of immediate city parkland and asked staff to forward the recommendation as part of the plan commission/city council review process.
