Selectmen begin public discussion of shifting fire department to 'weak chief' governance

The chair told the board the change is intended to streamline operations, improve day-to-day management and clarify lines of authority. He said town legal counsel and a review of historical annual reports showed limited documentation on how the current Board of Fire Engineers originated, and that the 1992 bylaws may default the town to a weak-chief governance model. The chair asked the board to consider formally adopting Chapter 42 language if legal counsel advises doing so, which would require placing the item on the annual town-meeting warrant.
Board members discussed the practical difficulties of operating a board-style governance model for a mostly part-time fire department, noting quorum and open-meeting requirements can impede prompt operational decisions. No formal vote or warrant placement occurred at the meeting; members said they are beginning the process of confirming the department’s legal standing and preparing potential warrant language for the annual town meeting.
If the board decides to place the change on the warrant, it will be a public item at the town meeting and subject to voter approval. The board encouraged members of the public to follow the process and said more information will be provided as legal review and town-council advice continue.
