San Fernando approves consultant-led RFP process for solid-waste franchise after extensive debate

One council member recounted the 2013 process and said the city could not consider public comments that were not part of the RFP at that time; another urged adding explicit requirements for how commercial versus residential rates are categorized and to limit the influence of "community gifts" from bidders.
Consultant response: Ms. Baxter of R3 said the firm has expanded experience since the earlier contract and "we're very excited to work with the city if you'll have us," and committed to strengthening community outreach and to returning with the RFP early enough for council review.
Council actions: Council approved staff's recommended contract award to R3 with direction to incorporate council feedback on community outreach and procurement language. Separately the council directed staff to seek an extension of the current franchise agreement with Republic Services through June 30, 2027, to avoid a rushed procurement if an extension proves feasible.
