Council approves multiple budget amendments, easements and development amendments

Lancaster County Council on Feb. 23 approved a series of routine and technical measures including an amendment to a development agreement for the Exchange project, the establishment of a Department of Social Services special‑revenue fund, capital funding adjustments for an EMS garage bay, and several easement approvals.
The council approved a third amendment to the Exchange development agreement (project known as the Exchange) and completed third readings and votes on a number of budget ordinances that realigned funds for DSS revenue and an EMS capital project financed in part by ARPA. Staff explained that the EMS garage bay accommodates large specialized emergency vehicles and that the project is complete; the amendment transfers $180,000 from unassigned fund balance into EMS operating accounts and was approved. The council also approved temporary and permanent easement grants for water and sewer and other property matters as listed in the agenda; these votes were unanimous.
What’s next: Approved transfers and ordinance amendments will be reflected in the county’s adopted FY2025‑26 budget. Staff will finalize recorded plats and execute the easement documents as authorized by council.
