The Plymouth Select Board voted to accept $25,799.92 in unanticipated federal funds from the U.S. Treasury to be applied immediately to the principal of the town’s solar array loan under RSA 31:95‑b. Grace told the board the payment represents the IRA’s 30% direct‑pay incentive that had been expected and will reduce the CDFA loan principal and associated interest costs.
After the public hearing on the payment, the board moved, seconded and carried a voice vote to accept the funds. No roll‑call tally was given in the meeting transcript.
Separately, the board considered a five‑year pilot agreement with Midstate Health for $10,000 per year and voted to approve it, delegating signing authority to Town Manager Scott Weeden. Legal counsel Will Warren and staff were thanked for negotiating the terms; the board asked staff to complete execution and file the final signed agreement.
The board instructed staff to record the Treasury receipt and apply it to the CDFA loan principal; finance staff were directed to update loan amortization schedules and report back to the board. The motions were procedural and carried by voice votes; the transcript does not record individual mover/second names or a roll‑call vote.
