Staff said the project was substantially complete and that the construction team met state and grant deadlines tied to Wyoming State Library funding and ARPA timelines. The project’s original guaranteed maximum price was higher in early estimates; the final construction manager guaranteed‑maximum price reported to the board was substantially lower than the initial figure cited in early planning documents. The county will release $332,382 of the retainage currently held and will keep $43,974 in reserve to cover outstanding warranty items and mechanical testing that must be verified once temperatures permit testing.
Commissioners praised the contractor and project team for finishing on schedule and under the pressures of grant deadlines and thanked the Park County Library Foundation and local partners for support and donated equipment that reduced county outlays.
