Council approves $141,608 change order to extend Columbia Avenue reclaims project

City manager Johnson told the Morris City Council that bids on the Columbia Avenue 2026 street reclaims came in significantly below earlier expectations and recommended adding two additional roadway segments to expand the mill-and-overlay, crack sealing and related work. The two added pieces were priced at $79,318.84 and $62,288.68, and Johnson recommended approving a $141,607.52 change order to bring the overall project total to $285,306.42.
Johnson said the extra scope was funded from the capital improvements budget for 2026 and that the city could save on engineering costs by managing the added segments within existing staff capacity. "I'm recommending that the city council approve the change order of a $141,607.52 to add to the scope of the 2026 reclaims work," Johnson said.
Council members discussed timing, with staff and the contractor aiming to complete the work after school lets out and before the new school term to minimize traffic and detour impacts. Retired city engineer Jay Fear urged the council to ensure mud jacking for settled concrete is included; Johnson said staff can provide a separate breakdown for mud jacking and that there is a contingency allocation for such items.
Council member [mover not specified in roll-call summary] moved to approve the change order and the council approved the motion by voice vote. Staff will coordinate scheduling with the contractor to minimize disruption to school traffic and local residents.
