Groves council authorizes CDBG mitigation contract to fund a city comprehensive plan

The Groves City Council on Dec. 8 authorized the city manager to negotiate and execute a General Land Office Community Development Block Grant (CDBG) Mitigation Program contract to fund a citywide comprehensive plan.
City staff told the council the grant-funded plan will identify local hazards and mitigation strategies, produce a 20-year population projection and include studies of housing, land use and infrastructure — water, sewer, drainage and streets — as well as transportation, economic development, environmental review and a review of zoning ordinances. ‘‘This is the uh grant for the comprehensive plan,’’ a staff member stated during the discussion.
Staff identified GrantWorks as the firm that will handle grant administration and paperwork; they said its fee will be paid from the grant funds. According to staff, the award is structured as 100% grant funding to the city and will pay for the planning studies and related professional services the city requested.
Council members asked about what the grant will and will not cover; staff said the award will pay for the planning work and associated studies, not later capital projects such as transportation construction. The motion to authorize negotiation and execution passed with the council voting in favor.
Next steps: the city manager will finalize contract language with GrantWorks and other required parties and return any required documents as part of contract execution and grant acceptance procedures.
