To avoid duplicating work, staff recommended pausing or moving some individual project appropriations (for example, a portion of the Madson performance stage and certain maintenance earmarks) while the master plan is finalized.
Several council members voiced frustration that North Crestview Park—an oft‑discussed east‑side priority—was classified as unfunded in the five‑year CIP. Council Member John Rack and Vice Mayor Venites said the site is politically and emotionally important to neighbors and urged staff to preserve its place on the active schedule, to identify alternate funding (general fund or shifted capital dollars) if park‑in‑lieu revenues are not yet available, and to return with concrete options in the midcycle budget.
Members also asked staff to perform basic, immediate maintenance at parks where plan adoption is pending. Council members pointed to several planters and a sand play area at L’Olola and urged staff to address visible weed, trash and safety issues before summer programming ramps up. Newbie said maintenance and longer term improvements will be balanced with the master plan recommendations and pledged to correct immediate safety or cleanliness issues in short order.
Council requested clearer communications to community stakeholders if projects move off the funded list and asked staff to return with updated funding options once the parks master plan is adopted and fiscal year‑end fund balances are clearer.
Next steps: staff said they will include parks priorities in the fall/winter midcycle budget conversation after the master plan adoption and will come back sooner with baseline maintenance actions for parks flagged by council.
