Committee advances bill to authorize IDIQ contracts for DPW projects

The House JGO committee on April 10 voted to advance House Bill 24-69, which would amend Title 70 of the Northern Mariana Islands Administrative Code to authorize indefinite delivery, indefinite quantity (IDIQ) contracts for the Department of Public Works.
Floor Leader Marissa Flores, the bill's author in committee, told members the change responds to lengthy procurement delays that she said hamper progress on road repairs and smaller public works projects. "This bill was necessary to allow the Department of DPW to engage in this type of contract, which we don't have," she said, adding the authority would "allow them some flexibility and the needed movement for these projects so that we can start undertaking and using a lot of the federal dollars that have been appropriated." She also offered to bring the DPW secretary or engineers to testify at a later House-level hearing.
After discussion the committee moved to adopt a committee report recommending passage; the motion was seconded and carried. HB 24-69 is set to be reported to the House for consideration in a future session.
Why it matters
Supporters said IDIQ authority can speed procurement for recurring, small-scale infrastructure needs (road improvements, rentals, minor repairs) and make it easier to obligate federal grant funds that require timely contracting. Committee members noted the absence of DPW testimony at the meeting and said agency input would be solicited if the bill advances.
Next steps
Committee staff will prepare the committee report and the bill will be placed on the House calendar for a future session. The Floor Leader said she will invite the DPW secretary to provide on-the-record comments at the House level if the bill moves forward.
