The local package presented includes up to $1.22 million in incentives, with roughly 80% tied to capital investment thresholds and 20% tied to job creation, reimbursed against net‑new tax revenue and staged over a multi‑year performance schedule that requires 80% achievement in years one through four and 95% in years five and six.
Baker said the local agreement aligns with a proposed Commonwealth package totaling about $1.8 million across several programs, including Commonwealth Opportunity Fund and Virginia Jobs Investment incentives. Board members praised the structure tying reimbursements to documented investment and jobs.
