Committee advances SPU plan to buy two Rainier Beach parcels for Pump Station Four replacement

Seattle Public Utilities staff told the Governance & Utilities Committee on April 9 that two adjacent parcels in Rainier Beach are the most cost-effective option to construct a replacement Pump Station Four and to meet capacity needs for anticipated redevelopment.
SPU representatives said the existing pump station (built in 1980) shows signs of aging and cannot accommodate projected sewer flows from the Rainier Beach urban village. Staff said conditional purchase agreements for the two vacant parcels total $760,000 ($380,000 each), funding will come from SPU drainage and wastewater rate-funded capital programs, and the parcels permit an above-grade facility that is easier and less costly to operate than a fully below-grade alternative required by right-of-way constraints.
SPU offered a preliminary schedule with design completion aimed for the second quarter of 2029, notice to proceed in the third quarter of 2029, and an anticipated construction completion target around 2031. Councilmembers asked about funding, impacts to surrounding small businesses and property logistics; SPU said owners agree to sell and crews negotiated removal of on-site items (a shipping container) prior to acquisition.
Chair Hollingsworth moved to recommend passage of Council Bill 121193; the motion carried in committee and the bill will be transmitted to the full Council on April 14.
