Committee backs recommendation to renew amended Pace paratransit agreement despite reduced vendor liability

The Warrenville Community Development Committee on April 14 voted to recommend that the full city council approve an amended intergovernmental agreement with Pace for paratransit services, despite staff warnings that Pace's liability coverage in the new contract is reduced.
Management analyst Cassandra Hernandez Galvin briefed the committee and said staff weighed the liability change against program benefits for seniors and residents with disabilities. "We currently have 134 registered riders," Galvin said, and staff reported the program averages about 38 paratransit rides per month and about 110 rides per month on the ride-share portion. For fiscal year 2025 staff estimated total program costs at about $18,000 with $30,000 budgeted for the program.
Alderman Lockett told the committee the service has grown since Pace changed bus routes, noting ridership increased from 23 riders in 2020 to 134 now and that the program historically has come in under budget. Alderman Kenberg said service benefits outweigh the additional liability the city would assume.
Alderman Kenberg moved to recommend passage of a resolution approving the amended and restated IGA with Pace; the motion was seconded and carried on a voice vote (transcript records "I"; no roll-call tally recorded). Staff said the program will continue with the current budgeted funds and that the city attorney had discussed the liability changes with Pace. The committee did not adopt changes to the agreement during the meeting.
