The San Mateo–Foster City School District board voted unanimously Oct. 24 to approve memoranda of understanding (MOUs) with the cities of San Mateo and Foster City that set expectations for when police will be engaged on campus.
Superintendent provided background that the agreements reflect 18 months of collaboration among city managers, district student-services staff and local police departments and were intended to codify the decision framework and data analysis that guide police involvement, particularly at middle schools.
Trustees clarified that the MOUs do not introduce substantive policy-language changes from the prior year but update dates and reflect operational lessons learned during the prior school year. Board members discussed ensuring the district will operationalize the MOUs through site teams and student-services monitoring and suggested follow-up study sessions to review policies with police practitioners and site leaders.
The board took separate votes on the two MOUs. The San Mateo MOU passed 4–0 and the Foster City MOU passed 4–0. Trustees and staff emphasized the intent to maintain restorative-practice approaches and to keep police engagement limited to circumstances defined in the agreements, while continuing monthly operational conversations with police partners.
No new policing protocols were adopted at the meeting; staff said operationalization and policy alignment would be handled by the student-services office if the board desired additional public review.
