Council awards $995,000 Central Green Improvements contract to on‑site contractor

The Victoria City Council voted unanimously on Sept. 8 to accept bids and award a contract for the Central Green Improvements project (downtown west phase 1) to Minger Construction Company, Inc.
City engineer Cara Garren told council that the bid package covers construction of half of the Central Green parking lot adjacent to the Olivine building, an underground storm‑water chamber and associated drainage, and completion of sidewalks, lighting and landscaping tied to the federally funded 5&11 highway project. Bids opened on the preceding Friday; nine bidders responded and the low bid from Minger Construction — which is also the contractor on the 5&11 highway project — came in about 18% below the engineer’s estimate because the firm is already mobilized nearby.
Garren said the contract amount for this bid package is $995,000. She stated the city has $900,000 allocated from the Olivine project to apply to this work; staff will confirm how the remaining roughly $95,000 will be funded from street and storm‑water funds. Garren noted the bid package covers only this half of the Central Green; a second construction package will be needed to complete the other half and staff will return with timing and additional cost estimates.
Council members asked procedural questions about phasing and the reason for splitting the build. Garren explained the city needs to coordinate elevations for an additional underground storm‑water chamber with the future downtown west project and, because Olivine is ahead of schedule, the city wants parking available in time for tenant move‑in. Council then moved, seconded and approved resolution 2025‑54, awarding the contract to Minger Construction Company, Inc.
