Erie Council approves multiple ordinances on final passage, including historic designations and EPA-funded wastewater project

Vote: 7-0. • Ordinance 14-2026 (council file 16593): Appropriation of $1,250,000 in unanticipated revenue from a U.S. EPA grant (grant number 953A0104) for the wastewater treatment plant chlorination/disinfection reliability project. Vote: 7-0. • Ordinance 15-2026 (council file 16594): Appropriation from the Business Development Revolving Loan Fund to the Urban Core Economic Recovery Revolving Loan Fund. Vote: 7-0. • Ordinance 16-2026 (council file 16595): Amendments to city council rules to streamline legislative processes under Article 112. Vote: 7-0.
Council also adopted on first reading ordinance 16596 (amendments to seminar and conference reporting rules under Article 112.16) by a 7-0 vote. The first-reading adoption of ordinance 16597 (Welcoming City / Article 137) passed 6-1 (see separate coverage).
Earlier in the evening council agreed to waive procedural rules to add a solicitation contract for the zoning hearing board solicitor to the agenda so the board — which has pending timelines for decisions — could have legal representation. The motion to waive the rules, moved by Council member Flores and seconded by Council member Shoff, passed 7-0.
