Police present SB 1074 racial-profiling report showing traffic-stop counts; council receives report

Chief Keith Stevens presented the Gun Barrel City Police Department's annual report filed Jan. 22, 2026 under Senate Bill 1074, noting the department has a written policy that prohibits racial profiling and a complaint process for citizens.

Chief Stevens gave a breakdown of stop locations and self-reported race/ethnicity counts included in the report. He said 570 stops were recorded on city streets, 114 on the U.S. highway and 2,356 on state highways. The report lists race and ethnicity fields as entered by officers; Chief Stevens read the tallies reported in the packet (e.g., 27 recorded as Alaskan Native / American Indian / Asian / Pacific Islander category combined, 145 Black, 2,486 White, 376 Hispanic/Latino). He also said 155 of the stops recorded were female and 1,889 were male. The chief cautioned that these data come from officers' entries on citations and that staff will pursue additional training where documentation gaps were identified.

"We strictly prohibit engaging in racial profiling," Chief Stevens said during the presentation, summarizing department policy and the existing complaint process. He told council the department would follow up with training where stop documentation indicated potential discrepancies.

Council moved to receive the SB 1074 report; the motion passed unanimously. Council and staff recorded that the report is detailed (roughly a dozen pages) and that any training or procedural adjustments would be tracked in future quarterly reports.
