Gun Barrel City council approves ordinances and account transfer; tables site-plan change

At its Feb. 24 meeting the Gun Barrel City Council adopted a supplement to the municipal code and approved closing a maturing CD and moving proceeds to the general fund; the council also received the police racial-profiling report and tabled a site-plan fee ordinance for more review.
Gun Barrel City Council on Feb. 24 approved routine updates to the city's code of ordinances and authorized transfer of a maturing certificate of deposit while tabling a proposed change to the site-plan approval process for further review.
The council adopted Ordinance O-2026-00005, the biannual supplement to the city code that incorporates recently approved ordinances. City staff said the supplement contains two ordinances in this cycle and that the updated text is available online. The ordinance passed on a unanimous vote (Jacobs, Evans and Burns voting yes).
Council also approved Resolution R-2026-005 authorizing the closure of Certificate of Deposit account number ending 1092 at Prosperity Bank and the transfer of proceeds into the city's general fund account. City staff said the CD matures March 17, 2026, and the city will hold the proceeds in the general fund until council adopts an investment plan with Hilltop Securities at a later meeting; the resolution passed unanimously.
On a separate item, council considered Ordinance 0-2025-016, an amendment to the site-plan approval process that would require developer-certified as-built plans and establish a flat fee for projects. Following staff remarks and council discussion the council voted to table the ordinance so staff and members could reconcile a late packet change and additional details.
The council also approved the consent agenda (minutes and EDC December financials) and voted to 'receive' the municipal police department's annual SB 1074 racial-profiling report (each motion passed unanimously).
