Developer re-engages on Fletcher Town Center; floodplain changes and DOT access concerns remain

Fletcher Town staff said they met with Martin Lewis of Lewis Real Estate Group, the developer of record, who indicated renewed interest in advancing parts of the Town Center project. Staff and the developer exchanged information and the developer's engineer, Will Buoie, requested materials and analysis that McGill Associates had prepared before a moratorium on the floodplain ordinance.
The Town Manager said final changes to the floodplain ordinance, expected to be considered next week, will clarify new development restrictions and that the developer will likely wait for those rules before submitting formal plans. "If you all approve the changes next week then we'll know what the, you know, the new restrictions are on development in the flood plane," she said.
Staff and council discussed possible building height and scale (leaning toward one story, possibly two) and retail/anchor concerns; the Town Manager said they reminded the developer about retail strategy resources and noted market saturation for convenience/gas anchors near the airport. Council members also raised DOT roadway concerns, noting potential traffic mitigation or a traffic-impact analysis may be required for access and turning movements.
No formal proposal was submitted at the meeting and no development approvals were made; staff will provide additional materials to the developer and return to council if a formal submission is filed.
