Board approves budget amendments, Kingsboro booster station grant top‑up and several property conveyances

On infrastructure, staff reported the low bid for the Kingsboro booster station replacement was $4,493,000, leaving a shortfall after a prior NCDEQ Viable Utilities Fund award of $2,482,800. After applying to the Economic Development Partnership of North Carolina (EDPNC) Mega Site Readiness Program, the county received an additional $2,637,850 to cover the gap; the board approved the grant agreement and corresponding ordinance amendment.
The board also approved conveying the county’s ownership interest in the farmers market building at 507 Albemarle Avenue to the Town of Tarboro, which has been the primary user and will continue stewardship. Separately, the board approved conveying approximately 3.12 acres adjacent to the Kingsboro substation to Edgecombe‑Martin County EMC to accommodate EMC’s planned improvements to support economic development.
Other approvals included JCPC juvenile‑services funding for FY27 totaling $255,122 (with a $25,512 local match) and authorization to execute agreements with recommended programs, a memorandum of agreement with Edgecombe Community College for Edgecombe Works workforce programs (Commissioner Harris recused), and several contracts including a utilities contract and a sole‑source IT backup agreement.
