The Edgecombe County Board of Commissioners on April 6 adopted an amendment to Chapter 12 of the county facilities ordinance clarifying who may use county buildings. County staff explained the change is intended to codify a long‑standing practice that allows nonprofit organizations or outside agencies that receive county funding or provide services on the county's behalf to use county facilities for free, provided the meetings do not interfere with county business.
Mr. Edmonds, presenting the ordinance amendment, said the primary new language adds ‘‘any meeting or function called by a nonprofit organization or outside agency that receives funding from the county or provides a service on behalf of the county’’ as an approved building use, subject to the requirement the meeting be free to attendees. Following the public hearing and no public opposition, the board approved the ordinance amendment by voice vote.
In a second public hearing the board approved an amendment to the county’s 2023 CDBG Neighborhood Revitalization (CDBG‑NR) program. County staff said the program is funded with $950,000 in CDBG funds and that changes are necessary because two originally selected properties were no longer available (homeowners deceased or unwilling to sign loan documents). The board approved removing 39 Greenacres Lane (Battleboro) and 2869 NC‑42 East (Macklesfield), changing 81 Pearly Lane (Rocky Mount) from rehabilitation to reconstruction after inspection, and adding 177 Ridgewood Road (Tarboro) as a reconstruction project. Staff said the changes will stabilize the beneficiary list so titles can be completed.
Both measures were adopted after public hearings and a voice vote of the board.
