Staff reported that in 2022–23 the district paid 180 daily substitutes with an average fill rate of 83%; in 2023–24 there were 179 subs with an 84% fill rate; and in 2024–25 there were 138 subs with a 78% average fill rate. Staff said the district increased daily pay from $115 to $130 for daily substitutes.
Board members asked whether the current budget covers the increases in bills and whether the district could report sub‑fill rates by level (elementary, middle, high). One board member asked that when bids return staff include the prior proposals for comparison; staff agreed to include that material. Staff also explained the distinction between "priority subs" — flexible, building‑assigned subs who can be moved — and full‑time subs who are tied to one building, and said staffing structures vary by building size and need.
Staff said the RFP will seek information on services and fill‑rate performance so the district can evaluate vendor offerings and improve classroom coverage. The board approved the request to solicit bids.
