County outlines access plan for Tootle Park Road; culvert installation and phased paving planned

Staff identified a ravine segment that requires substantial fill. Moss said a culvert system will be installed, the filled section will remain gravel for one season, and paving is planned for 2027. He told the board staff hope to have the route open by early summer and that negotiations with affected homeowners are ongoing; staff plan to bring emergency‑contract authorizations to the board once negotiations conclude.
Commissioners asked about streams and culverts and confirmed there are four homes that require access. No formal contract was approved at the meeting; staff will return with emergency contract documents after landowner negotiations and final details are complete.
