Committee votes H.955 favorable as amended after debate on implementation and school funding

The House Ways & Means Committee on April 10 voted to find H.955 favorable as amended, sending the bill to the appropriations committee after final technical edits and debate about how to implement changes to school funding.

John Gray of the Office of Legislative Council walked members through final language in section 27B, describing a new requirement that the Agency of Education's school transportation grants report include recommendations on ensuring students who attend Career and Technical Education centers other than their assigned regional CTE center have comparable access to transportation and an accounting of costs.

The committee removed a paragraph that had estimated ongoing annual supplemental district spending tied to debt-service assumptions; staff said the paragraph was struck because the underlying assumptions were unclear. Several members said more testimony will be needed next year on school construction and bonding mechanics, including how multi‑year payments would be handled and whether districts can implement the proposed changes.

One committee member, speaking at length, said "doing multi‑year work in a bianual legislature that is five months a year is very very hard," and warned that the body risks replacing funding formulas before existing reforms are fully implemented. That member also said the changes could lower costs and homestead property taxes in the long run but emphasized the implementation burden and urged additional testimony and work in the next session.

Members debated a membership change to the Education (ED) fund advisory committee: the bill adds a representative from the Vermont School Boards Association with financing expertise, selected by that association's executive director.

Procedural motions: Representative Kimble moved to find amendment 4.2 favorable and moved that the committee find H.955 favorable as amended; Representative OD seconded. The clerk conducted roll calls.
