Ulster County committee debates raising contract-approval threshold; controller says $50,000 figure is outdated

The Ulster County Laws, Rules and Government Services Committee on June 12 set a public hearing for July 15 on a proposed local law to change the charter’s dollar threshold for contracts requiring legislative approval.
Controller Gallagher told the committee the $50,000 threshold was set in 2006 and “with the time value of money, that level just may not be appropriate,” saying the change would alter the share of contracts the legislature reviews from roughly 95% of the dollar value to about 90% under one analysis. Gallagher warned that contract size does not always track importance, citing a past controversial Rail Explorers contract that was under $50,000 and did not require legislative approval in its earlier form.
Chair Kriswell said the proposal grew out of work by the Charter Revision Commission and thanked the clerk’s office for preparing a summary of recommended changes. Committee members discussed whether the local law should include a specific dollar amount now or remove that figure and address it in a standalone resolution later. One member noted that setting the dollar figure today could be procedurally separable: “We can always amend the local law… and have another resolution for next month,” the chair’s counsel said.
Legislator Stewart urged caution about raising the threshold, pointing to a $63,000 pest-control contract that attracted ethical concerns once it crossed the current threshold. Several members signaled support for transparency and for further review rather than immediately fixing a new dollar figure.
The committee voted to set the public hearing. Next steps: the public hearing will be held July 15, 2025, at the time set by the committee and committee members indicated they may consider separating the dollar-figure change into a standalone item after public input.
