County backs Safe Streets grant to redesign dangerous Old Lincoln Highway

Pottawattamie County supervisors authorized the board chair to sign a letter of support for a federal Safe Streets for All grant application aimed at improving safety along Old Lincoln Highway.
County secondary-roads staff said the corridor from Council Bluffs to the Honey Creek area scored highest in the county’s crash history review for fatal and injury crashes. The proposed two-pronged grant application would: (1) study and redesign the Old Lincoln Highway corridor—considering curb-and-gutter through the Crescent urban section, paved shoulders and shoulder rumble strips and curve reconfiguration—and (2) identify locations in small towns across the county for pedestrian hybrid beacons (PHBs) and other crossing upgrades.
Engineer Andy Wicks explained the anticipated funding split: "So the it's an 80/20. So the federal government puts up 80% of the total cost, and then secondary roads would be on the hook for 20%." He said staff had secured a letter of support from Crescent and planned to seek similar support from other towns before the June grant deadline.
Supervisors discussed local match options and directed the chair to sign the letter of support. The motion carried by voice vote. The application will proceed with staff and city partners refining project scope and commitments for the required local share.
The board did not appropriate construction funds at the meeting; the action was limited to supporting the grant application and pursuing intergovernmental letters of support.
