Madison commission awards sidewalk contract, amends power agreement and approves staff volunteer policy; reviews parks master plan

Madison’s City Commission approved several routine contracts and policies at its April 6 meeting while continuing earlier discussion on a residential rezoning request.
Contracts and authorizations - Sidewalk contract: Staff reported seven bids for the 2026 sidewalk improvement project and recommended the low bid from Supreme Concrete LLC. The city cited a low bid of $139,964 (staff said this was well under the $210,000 estimate) and awarded the project to Supreme Concrete by voice vote. Ryan said the project will be overseen in-house.
- Power-purchase amendment: The commission authorized the mayor to sign an amendment to the city’s power purchase and sale agreement so outage reporting for the city’s generation facility will go directly to Basin Electric Power Cooperative rather than to the Southwest Power Pool. Staff described the change as a Basin-requested correction; one commissioner recused themself from the vote. The authorization passed.
Policies and plans - Volunteer policy: The commission approved a new "Power of One" volunteer program policy that allows city employees to use accrued volunteer hours for team-based projects that require at least 10 volunteers; the employee benefits committee will vet applications and the commission can approve up to two projects per year.
- Parks master plan: Staff reviewed a draft parks master plan based on public surveys and a steering committee. Priorities in the draft include reinvesting in existing parks, improving signage and awareness (e.g., clarifying names such as "Memorial Park"), improving ADA access to features such as the city pond, pilot pollinator plots and targeted tree plantings. Staff said the draft will return to the parks board and then to the commission for final approval.
City updates Staff briefed the commission on construction season highlights: Egan Avenue construction resumed April 6 with phased work and traffic controls; Flynn Field lighting bases were being installed while existing lights remain operational during installation; two substation projects are underway with estimated energization later in the year. Library events and a resident communications survey were also noted.
