RSU 05 superintendent urges broader 'sustainability and systems' study beyond buildings

Superintendent Gray told the RSU 05 Board of Directors on April 8 that the study the board voted to commission should look beyond bricks and mortar and examine staffing, operations and demographics.
"The more that the title of a facilities study seems to be somewhat minimal for what we really need," Superintendent Gray said, arguing that the district needs to "look at how to optimize our staffing, how to optimize our workflows and operations" and to consider demographics as part of the review. He said he has shared sample requests-for-qualification and will present a draft RFQ for board review.
Why it matters: the board previously voted to commission a facilities study as part of conversations about possible school reconfiguration. Gray said a narrowly scoped facilities review would miss operational issues that could affect any reconfiguration decisions and cited RSU 21 (Kennebunk) as an example of a district that conducted an "efficiency study" focusing on systems as well as buildings.
Gray told the board the district is considering reframing the project as a sustainability and systems study and will provide models and a draft RFQ so the board can consider the expanded scope. He emphasized staff will bring concrete language and samples for the board's review before the RFQ is released.
Board members asked for clarity about timing and next steps; Gray said the draft RFQ is not yet ready but he has linked sample documents in his weekly update for members to review.
The board took no formal vote on the scope at the April 8 meeting; Gray said he would return with a draft RFQ and examples for discussion at a future meeting.
