Beltrami leaders urge relief in SF4626, citing limited tax base and rising state mandates

"Beltrami County is an economically distressed county," said Tom Darien, Beltrami County administrator, outlining the county’s fiscal picture: only 24% of the geographic area is taxable, household income is far below the state average, and the county has raised sales taxes, cut staff and taken on significant debt to balance budgets. Darien asked the committee to support SF4626 so state policy changes do not impose disproportionate financial burdens on counties with limited local tax capacity.
Seth, the county health and human services director, emphasized regional needs and the link between poverty, high Medicaid reliance and rising county service costs, saying that three of five regional counties rank among the state’s highest for poverty and have much greater shares of residents on medical assistance.
Committee members discussed the amendment the author offered to limit collateral impacts in counties that would not benefit from the change and considered next steps. A motion to send the bill to the floor was made and discussed during the hearing; committee members noted the bill could also affect multiple counties beyond Beltrami.
What happens next: The bill was moved in committee with a request to consider the authors’ amendment and potential referral to finance; committee officers indicated they would lay the bill over to coordinate with other committees and the finance process.
