Town staff signals proposed change to lot-coverage calculations; text amendment to go to Plan Commission

Mr. Dale, the board secretary, told the Board of Zoning Appeals that staff has prepared two memos and intends to propose a zoning-text amendment to change how the town calculates lot coverage within the town’s jurisdiction.
Mr. Dale said the first memo (dated in the materials as Oct. 30, 2025) describes an interim interpretation of how lot coverage is computed. He said staff will present a draft text amendment to the Plan Commission; if the Plan Commission and then the Town Council adopt a text change, the amendment would replace the interim memo-based interpretation. If the Plan Commission or Town Council decline the proposed text change, the memo-based interpretation would remain in effect for the time being.
Board members did not deliberate on the merits of the change during the meeting; Mr. Dale characterized the item as informational for the BCA and did not invite discussion at that time. He said petitioners would be notified as appropriate and that agenda posting and newspaper notice requirements would be followed when actions requiring public notice proceed.
The proposed change is a procedural, code-definition matter: staff described it as a revision to how lot-coverage calculations are interpreted and implemented rather than an immediate change in the zoning ordinance enacted at the meeting. The Plan Commission will be the first reviewing body; any adoption by the Town Council would effect a formal code change.
