Court updates building, planning and inspection fees, approves budget amendment and holds one commissary claim pending verification

The Fiscal Court approved a second reading and adoption of amendments to Chapter 150, updating permit and inspection fees for planning, zoning and building code reviews and inspections. Autumn, planning staff, said the last electrical-fee update was in 2020 and staff coordinated with the city and neighboring jurisdictions on proposed changes.

Magistrates asked staff to retain a modest residential solar inspection fee to encourage rooftop systems; they also discussed how commercial solar farms would be classified and whether the current fee structure covers that work. Autumn explained zoning verification letters and commercial due-diligence charges may be billed for research time when requests are for commercial purposes.

The court also approved the first amendment to the FY24–25 budget to add grant proceeds, insurance recoveries and opioid settlement funds; finance staff said the Department for Local Government has approved the amendment and the impact was included in the packet.

On payment of claims, the court discussed a $7,000 commissary-forlift claim. Magistrates asked staff to verify whether the purchase was paid from the commissary/canteen fund and whether required procedures (including any appraisal or internal-transfer rules) were followed. The court voted to withhold payment of that single claim pending administrative verification; other vendor payments were approved.

What happens next: planning staff will return to the court with any fee-definition clarifications. Finance will process the budget amendment and the clerk/administration will verify the origin of the $7,000 claim before authorizing payment.
