City planning staff said the study grew from public discussion following a historic‑nomination effort around Donnie’s Place and is intended to provide the broader historical and cultural context necessary to support future nominations or interpretive work. Kevin Kuneck and Sharon Spooner of the Department of City Planning said the grant will fund a consultant selected through an RFP and that interviews and citywide community engagement will be part of the research.
Council member concerns: Members urged that the LGBTQIA+ commission be meaningfully involved in the scope and selection process. One council member asked whether the commission had been consulted beyond a letter of support; planning staff said they had solicited a letter and included broad outlines in the grant but had not yet drafted the RFP. The council asked staff to coordinate outreach and consider commission participation in selection.
Outcome and next steps: Committee approved Bill 4‑51 on an affirmative recommendation. Staff said selection for a consultant will follow the RFP process and that the study will aim to surface histories of places and people citywide that could inform future historic nominations.
