Attorney Wilson Carroll presented a special permit and site plan for a two‑family dwelling at Alba Avenue on behalf of applicant Joseé Alves, saying the proposal meets special permit criteria, includes off‑street parking, and conforms to the master plan’s infill goals. Residents Dan and Sandra Carmichael objected, arguing the area is primarily single‑family and that granting the permit could encourage more two‑family conversions; Carroll responded that special permits are an allowed, regulated mechanism and that the opposition did not present site‑specific evidence such as a traffic study or appraisal.
Raymond Rizzio returned to present petition 25‑3220 for Waller Road, proposing subdivision of an oversized lot into three lots and requesting a minor lot‑area modification (one lot approximately 87 square feet short) caused by long‑standing roadway encroachment.
