Greenville County Council approves multiple fee-in-lieu and industrial park agreements; Donaldson bond moves forward

Greenville County Council approved several economic-development and financing items during its regular meeting, adopting motions on consent and at third reading and advancing a bond ordinance at second reading.
On the consent agenda, Councilor Collins moved to approve reassignment and amendment of the fee-in-lieu and infrastructure financing agreement for Honeywell International (formerly Project Edison/Conan); the chair reported the motion passed with eight votes in favor and two opposed. Council later presented an inducement and first reading for Project Magnolia but left that ordinance on the council floor for further consideration.
At third reading, council adopted an amendment authorizing development of a Lawrence–Greenville multcounty industrial/business park (Hydrite Chemical Company) and approved a fee-in-lieu agreement for United Composite Materials LLC and Hancock Composits US Inc. (formerly Project Pioneer). The United Composite motion was recorded as passing with 10 in favor and two opposed.
On the Donaldson Center Fire Service Area matter, a public hearing was held on an ordinance to issue general obligation bonds not exceeding $2 million (Series 2026B). No speakers were signed up for the hearing; council later approved the ordinance at second reading after discussion clarifying that the millage increase would be paid by companies in the Donaldson service area rather than the general public.
