Lake Elmo staff roll out annual report; council tentatively backs community 250th celebration plan

City staff presented Lake Elmo’s annual report on April 7, summarizing accomplishments and priorities across administration, community development, finance, fire, public works, engineering and the sheriff’s contract.

Highlights in the packet and presentation included adoption of a 2025‑26 strategic plan, implementation of a new permitting system (cloud permits), tree and boulevard programs and grant awards for environmental testing; public works reported completion of water and sewer extensions to school sites and new well/treatment planning; fire reported increased staffing and training (7 firefighters completed probationary academy and the department logged more than 8,300 training hours in 2025). Finance described a multi‑year financial software implementation and fixed asset tracking to support long‑term planning.

Council also discussed the city’s role in a community‑led 250th anniversary event. Representatives from Connect Lake Elmo and council members recalled last year’s successful community festival and discussed options — a September festival, downtown banners/flags on light poles and a street‑dance style event with bands and vendors. Council members said they would prefer the city to serve in a logistical and permitting role and to seek merchant and sponsor support; several members indicated informal support for a modest city appropriation in the $10,000–$15,000 range to underwrite a repeat festival, plus separate funding for permanent or seasonal downtown flags/banners.

Staff will follow up on vendor quotes, easement/Excel Energy pole permission and permitting logistics, and return with specifics for council consideration.
