The Lake Elmo City Council voted April 7 to contract with Bolton & Menk to prepare the city’s 2050 comprehensive plan. Staff and Bolton & Menk outlined the scope, proposed public engagement, schedule and the Met Council’s statutory requirements that shape the update.
Bolton & Menk representatives said the work will build on the city’s recently adopted strategic plan, incorporate updated requirements for climate and resiliency, affordable‑housing guidance and a look‑back period the Met Council is increasing for affordable‑housing opportunity. The firm proposed a steering committee and community engagement that would include online surveys, in‑person events and targeted stakeholder outreach. Bolton & Menk said the process is expected to be 18–24 months with a goal of having the city’s draft ready for agency review well before the Met Council deadline of Dec. 31, 2028.
Council members supported continuity with Bolton & Menk and noted available Met Council grant funding to offset consultant costs; council directed staff to work with the consultant on steering‑committee membership and community engagement strategies. The council approved the contract by motion and voice vote.
