The Lake Elmo City Council authorized Bolton & Menk on April 7 to prepare plans, permitting and bidding documents for the Section 16 Phase 2 sanitary sewer extension, approving a not‑to‑exceed design contract of $46,100.
Staff said the extension will connect to an existing sanitary stub and is needed to serve development on the city’s 180‑acre parcel. A primary technical challenge is routing the sewer under Union Pacific Railroad tracks; staff said railroad permitting and deep sewer depths (anticipated in excess of 20 feet at the crossing) will drive schedule and geotechnical needs.
The contract authorization covers survey, design and bidding services; staff noted geotechnical borings are required and will be added as a separate task and cost. Staff expects final plans and specifications this summer and a winter solicitation for construction with construction scheduled for next summer, subject to railroad permit timing.
Council approved the authorization by motion and voice vote and asked staff to return with additional geotechnical scopes and cost estimates as needed.
