Hope Mills unanimously adopts resolution opposing Fuquay-Varina interbasin transfer

The Hope Mills Board of Commissioners on Dec. 1 adopted Resolution R2025-030, which opposes a proposed interbasin transfer that would increase water moved from the Cape Fear River Basin to the New River Basin from roughly 2 million gallons per day to 6.17 million gallons per day.

In a read-aloud statement, the resolution says the Cape Fear River is a key local water supply and that transferring additional water could reduce flow, concentrate pollutants, harm aquatic ecosystems, limit recreational uses and constrain future growth in communities that depend on the basin. The resolution notes similar concerns about equity when one region’s infrastructure and environmental costs support growth elsewhere.

The resolution requests that the North Carolina Environmental Management Commission deny the Fuquay-Varina transfer request. The presiding official read the resolution in full, members moved and seconded it, and the board adopted it by voice vote with no recorded opposition.

The resolution was described at the meeting as being coordinated with the nine municipalities within Cumberland County; a stated effective date in the text is Dec. 1, 2025. The board did not provide technical studies at the meeting; the resolution is a formal local-government expression of concern to the state commission considering the transfer request.
