Sleepy Hollow board approves mutual-aid participation, accepts audit and adopts tax levy

The Sleepy Hollow Village Board on Nov. 4 approved several routine measures, including participation in a statewide Emergency Management Mutual Aid System, acceptance of the village's audited financial statements for fiscal 2024 and adoption of the 2024 tax levy.
The board passed Resolution No. 561, authorizing participation in the Illinois Emergency Management Mutual Aid System, after discussion about the agreement's nature. The chief told the board the membership is permissive and intended to provide additional resources for large-scale incidents, saying, "I don't see a downside to signing it." Attorney Mr Schuster explained the proposed agreement is run by a private association of emergency managers, supplements the 2007 county mutual-aid pact and does not obligate the village to provide assistance it cannot spare.
The board accepted the April 30, 2024 audited financial statements presented by Courtney Moore, audit principal at Lauterbach & Amen. Moore said the firm issued an unmodified ("clean") opinion and highlighted a general fund ending balance of about $1.9 million and a water and sewer net position around $4.3 million. The acceptance was moved and approved by roll call.
On infrastructure spending, the board approved Pay Estimate No. 1 for the 2024 Street Program in the amount of $323,500 to allow payment and retain contract retention pending final work.
Under old business the board adopted Ordinance 24-13, the 2024 tax levy, which had been published in October at $956,000 and cleared the required 20-day waiting period. The vote was recorded by roll call, with five affirmative votes and no negatives.
The board also approved Resolution No. 562 amending the village's wastewater service agreement with West (as referenced in packet materials) to update exhibits and clarify cost allocations.
One ordinance on the agenda, a correction to the village water and sewer code (Ordinance 2024-12), was tabled at the request of several trustees to allow additional review; the board set the item for further consideration at the Nov. 18 meeting.
The meeting closed with routine reports and no public-action items beyond those listed above.
